Earmarking for Health From Theory to Practice

This paper discusses the theoretical foundations of earmarking, and it analyses country experience with earmarking for health and its impact on health sector budgets and the broader fiscal environment. The goal is to provide useful information to health and finance authorities, and to the international partners who support them, on the practical realities of designing, adopting and implementing earmarking policies. It highlights key characteristics of this tool and important factors to consider before deciding whether to implement earmarking for health.

The WHO-UNHCR publication Assessing Mental Health and Psychosocial Needs and Resources: Toolkit for Humanitarian Settings was developed because of frequent requests from the field to advise on assessment. Although a range of assessment tools exist, what has been missing is an overall approach that clarifies when to use which tool for what purpose. This document offers an approach that should help assessors review information that is already available and only collect new data that will be of practical use.

Atlas of headache disorders and resources in the world 2011

Despite that headache is felt at some time by nearly everybody, and almost half the world’s adults at any one time have recent personal experience of one or more of the three very common headache disorders, much is unknown about the public-health impact of these conditions. It is not known how, or how much, they affect many of the populations of the world, or how healthcare and other resources are utilized to mitigate their effects. This first global enquiry into these matters illuminates the worldwide neglect of this common health problem, and reveals the inadequacies of responses to it in countries throughout the world.

The mhGAP package consists of interventions for prevention and management for each of these priority conditions, on the basis of evidence about the effectiveness and feasibility of scaling up these interventions. mhGAP provides a template for an intervention package that will need to be adapted for countries, or regions within countries, on the basis of local context.
