This background paper was developed by the Global Alliance against Chronic Respiratory Diseases (GARD) to provide the scientific basis for strengthening the global response to chronic respiratory diseases (CRDs). Drawing on the latest evidence and inputs from GARD members, the report identifies five priority areas for collective action: 1) take action to address CRDs through prevention and control strategies, 2) foster multisectoral partnerships across health and non-health sectors, 3) strengthen primary care for CRDs to achieve universal health coverage, 4) ensure equitable access to essential medicines for CRDs, and 5) invest in research and data to drive evidence-based policy. The paper highlights the global burden of CRDs, the disparities faced in low- and middle-income countries, and the opportunities for integrated responses aligned with the Sustainable Development Goals. It serves as a technical resource for policymakers, researchers, clinicians and civil society, providing evidence-informed guidance for advocacy, programme development and international collaboration. The document underlines the need for timely diagnosis, effective care and reduction of exposure to risk factors such as tobacco smoke and air pollution. By setting out these priority areas, the background paper provides a shared foundation for GARD members and partners to accelerate progress towards improved respiratory health and reduced premature mortality from noncommunicable diseases.
