Lung Health Resolution Adopted at the 78th World Health Assembly

The 78th World Health Assembly concluded on 27 May 2025 with the formal adoption of a landmark resolution: “Promoting and prioritizing an integrated lung health approach.” This resolution marks a critical step forward in global efforts to address the full spectrum of lung health.

The resolution takes a comprehensive view, covering:

  • Noncommunicable lung diseases such as asthma, COPD, and lung cancer
  • Communicable lung diseases including pneumonia and tuberculosis
  • Key risk factors such as tobacco use, air pollution, and occupational exposures

Member States are encouraged to consider their national contexts and priorities and to develop or strengthen integrated approaches to lung health, with primary care as a key entry point. A whole-of-society and whole-of-government lens is strongly emphasized.

WHO’s work on lung health spans multiple departments and divisions across its headquarters, regional offices, and country offices, linking with strategies and action plans on NCDs, infectious diseases, environmental health, and more.

The resolution offers a timely opportunity to:

  • Map existing work and identify strategic gaps
  • Strengthen and align components across programmes
  • Maximise synergies to enhance coherence and impact

It also calls for action to:

  • Ensure access to essential prevention, diagnostic, and treatment services for lung diseases in primary care
  • Invest in trained health workers, diagnostics, and essential medicines
  • Improve data systems for monitoring, evaluation, and learning

This resolution invites all of us, across WHO and beyond, to collaborate closely with Member States and partners to scale up integrated lung health approaches that can make a measurable difference in people’s lives.
