Released at the 2025 World Conference on Tobacco Control in Dublin, the WHO Global Tobacco Epidemic 2025 report celebrates significant progress in tobacco control while calling for renewed action amid increasing industry interference.

The report tracks implementation of the six WHO MPOWER measures, showing that over 6.1 billion people, three-quarters of the global population, are now protected by at least one such policy. It also highlights major strides in graphic health warnings, plain packaging, and smoke-free legislation.

Despite these gains, key gaps remain. Many countries still lack best-practice policies on taxation, cessation services, advertising bans, and e-cigarette regulation. WHO urges Member States to strengthen enforcement, invest in public health campaigns, and accelerate comprehensive tobacco control efforts to save lives and protect future generations.
