This policy brief is a collaborative initiative between the WHO Department of Noncommunicable Diseases (NCD), Rehabilitation and Disability, and the WHO Health Emergency programme. It was informed by a landscaping review (2021-2022) of public health practices in recent emergency responses to both acute and protracted crises, based primarily on: 1) internal and unpublished WHO documentation (including policies and frameworks, guidelines and standard operating procedures, reports and evaluations, tools and data); 2) published tools, reports and evaluations from the Interagency Standing Committee (IASC) Health Cluster; and 3) resources on NCDs in humanitarian emergencies from other humanitarian agencies.3 This was complemented by a rapid scoping review of published literature, conducted on 28 February 2021, u ing the MEDLINE and Embase databases to search for articles published in English between 1 January 2000 and 15 February 2021
